This is obvious.
Independent of funding agencies and generator facilities owners.
Consist of local area stakeholders, environmental experts and global subject experts.
This group should form the basis for regulatory requirements, design, monitoring and testing measures. Must be transparent and at arms length of those funding or profiting from the process.
